To renew your PR card, you must meet the residency obligations outlined under the Immigration and Refugee Protection Act (IRPA). Specifically, you are required to be physically present in Canada for at least 730 days within the last five years (Section 28 of IRPA).

However, there are exceptions to this requirement. Permanent Residents who have not been able to reside in Canada full-time may still qualify if they meet certain conditions. Some of these conditions include, but not limited to:

• Working for an eligible Canadian business outside Canada.
• Accompanying a Canadian citizen spouse or common-law partner.
• Accompanying a parent who is a Canadian citizen, if you are under 22 years old.

These are just some examples of exceptions. Other circumstances, such as accompanying a permanent resident spouse who is working for a Canadian business outside Canada, may also apply.

In certain and exceptional cases, PR cards may be renewed based on humanitarian grounds.
